Fleet management for personal assistance companies
Titi Floris is a cooperative transportation and personal assistance company, with 50% of its customers coming from the public sector. The main nature of its activity is to accompany and transport students with disabilities who attend mainstream schools. The 50% of private contractors are generally retirement homes or disability associations.

The company, which covers several regions, employs over 2,200 salaried accompanying drivers and has a fleet of 2,600 5- to 9-seater vehicles, 1,000 of which are 9-seater minibuses (a very important type of vehicle in the Titi Floris fleet).
With more than 350 vehicles adapted and converted to accommodate wheelchair users, the cooperative is obliged to diversify into complementary activities (inherent to its business model).
Passenger transport is a difficult business to make a profit from, due to the precariousness of contracts, with time-limited invitations to tender, strong competition and the need to maintain price consistency.
Titi Floris has therefore opted to manage its “rolling stock”, since the cooperative owns its fleet of vehicles, so as to have total control over their operation and the charges linked to their use. This not only generates profitability, but also enables the company to develop ancillary business activities, such as renting out its vehicles during downtime (weekends and school vacations).

By collaborating with the national Citiz network and equipping some of its vehicles with car-sharing technology, Titi Floris has succeeded in positioning itself in a fast-growing business, while respecting its values.

In Nantes, Titi Floris co-founded and manages the first local car-sharing cooperative.
Finally, the cooperative sells its own used vehicles to help renew its fleet and ensure that its vehicles are as comfortable, safe and modern as possible.
Nationwide fleet management
The cooperative’s head office is in Nantes, but it has around twenty branches throughout France, although most of them are located in the Greater West of France. Since 2022, Titi Floris has also been expanding in the Auvergne-Rhône-Alpes region.
How is fleet management structured?
Each branch has a fleet manager with a volume of activity based on the size of the fleet, between 100 and 300 vehicles. There are also dedicated contact persons at head office, who can follow up on vehicle maintenance and other matters.
Over and above the social dimension of the business and the company’s CSR policy, François-Xavier DUGUE, Head of Titi Floris’ Vehicle Fleet Management activities, is aware of the environmental impact of the business and is committed to researching and implementing solutions to limit it as much as possible. Car-sharing is one of them, but that’s not all!

The green shift you can’t afford to miss
The “greening” of the fleet is a subject that the cooperative had already begun to explore in 2014, with the introduction of electric vehicles, even before the acceleration of European standards.
It goes without saying that technology is a powerful lever for ongoing experiments, for which Titi Floris calls on the services of beta-testers. There are V2G (Vehicle-To-Grid) charging stations, which allow vehicles to be charged and the recovered energy to be fed back into the grid.
“We have a mobile app to authorize the network to come and supply itself with energy, at night for example, to manage fluctuating needs. This also makes it possible to pay less for recharging.”
Because these are converted vehicles that transport many people on a daily basis, most of our vehicles are combustion-powered.
Even though the proportion of electric vehicles is increasing according to dealers, companies specializing in transport are being pushed towards electric vehicles. However, beyond the regulations that are being put in place, the ecological will is not excluded.
A number of models are emerging, and electric vehicles are gradually gaining ground.
François-Xavier DUGUE informs us that Titi Floris currently runs 200 vehicles a day on electric power. But, to take things a step further, we still don’t have all the approvals required for transporting people with reduced mobility. It’s a question of capacity, weight and autonomy.

The SoFLEET fleet management solution
A telematics solution provides automatic vehicle data feedback. Connecting vehicle data may seem simplistic these days, but it’s the service, the flexibility and the response to exact requirements that make the difference between one tool and another.
To date, Titi Floris has not yet activated all its subscriptions across all its fleets. Fleet management can be carried out at the cooperative’s own pace, whether it needs to be deployed quickly or not.

On the other hand, François-Xavier DUGUE points out that trip reports for random checks (mandatory for employers) and curfew alerts (for vehicle use outside authorized periods) are very effective.
“I know that this report of journeys made enables our operator colleagues to look at journey times for billing by the race or kilometer.”
“When it comes to optimizing the transport operation’s rounds, we’ve really had some beneficial and interesting effects. I can track and obtain data quickly, which saves me a lot of time. Without this spontaneity, we’d only be able to obtain information on spot surveys, and that would be time-consuming.
In addition, the Actia OBD solution provides flexibility and simplicity for in-house management when certain vehicles are not equipped with original equipment units, which is the case for a multi-make company like ours.
